ENTSO-E 
The European Network of Transmission System Operators for Electricity is a binding European TSO cooperation headquartered in Brussels.

The TSO cooperation at regional and European levels has been strengthened by the establishment of ENTSO-E. The cooperation is vital in order to ensure efficient, well-functioning markets as well as the necessary grid expansion, high security of supply and integration of more renewable energy.

ENTSO-E's main tasks are to prepare:

  • network codes and market rules, which - following approval by the European Commission - become binding regulations
  • ten-year network development plans to be published every other year. Infrastructure projects wanting to be labelled as a project of European interest, and thus be eligible for EU funding, must be mentioned in the network development plan in order to be taken into consideration
  • an R&D plan to be published every other year. The plan defines relevant areas where TSOs can join forces in pan-European R&D projects in solving the challenges of the future
  • annual summer and winter forecasts for generation adequacy as well as forecasts assessing the system in the medium and long term.

Organisation
Organisationally, ENTSO-E is divided into four committees, which work with issues relating to the market, system development, R&D and system operation. A Legal & Regulatory Group supports the four committees.

Under each committee there are a number of working groups that are dealing with specific energy topics at European level and various regional groups whose focus is on the development and implementation of rules and procedures in the region.

ENTSO-E is headed by a "General Assembly", on which the 41 TSO members each have a seat. Energinet.dk's representative is its President and CEO, Peder Ø. Andreasen.

Energinet.dk in ENTSO-E
Energinet.dk participates actively in all committees, in the Legal & Regulatory Group, in selected working groups and in the regional groups relevant to Denmark.

Important cooperation partners
ENTSO-E cooperates in particular with the European Commission and ACER (EU Agency for the Cooperation of Energy Regulators.

In addition, ENTSO-E arranges public consultations, workshops and meetings where all stakeholders can participate.

Legal background
ENTSO-E was established as a part of the EU's third liberalisation package (Regulation no. 714/2009 on conditions for access to the network for cross-border exchanges in electricity). The organisation has been fully operational since 1 July 2009.
